Any shop should have the tools to check if it has anything in the system. Or you can purchase a guage set from an auto store to check. If there is nothing in the system then it is ok to change out the condensor, but make sure to replace the O-rings seals (preferably all) and reciever/drier too. As for that causing cooling issues, I am in Key West FL. It is very hot and I am also running a front mount intercooler, an aftermarket oil cooler, JWT pop charger as well as the OEM AC condensor and I have never run close to getting hot. You may have something else goin on.
